Mitchell Holmes – Managing Member and Development Partner

Mr. Holmes is the President & CEO of Black Sand Resort Properties, Inc, a global company that specializes in land acquisition, joint venture partnering and sales and marketing for hotels, casinos, golf courses, film studios, film schools and resorts and spa developments.

A native Missourian, Mr. Holmes 30 year career began when he started working for his families development company out of the Ozarks. While working with them he built over 200 homes, 75 high end custom homes and completed numerous developments and sub-divisions. From there he naturally moved into the role as lead professional for many property acquisition and development transactions where he brought together the right individuals and teamed up with companies to create profitable development projects. While overseeing these projects he also managed and organized the sales & marketing division of the developments to maximize exposure and realize the greatest potential for profitability.

Mr. Holmes started Black Sand Resort Properties with the idea of joint venturing with land owners and providing them with the opportunity to utilize the Black Sand Resort Properties consortium of professionals and their experience to development properties while minimizing start up costs.

Bastien's professional recognition has been build upon relationships formed with Hollywood, international film studios and commercial developers. Cedric Scott was born in Nassau, Bahamas. In the early sixties he journeyed to New York City where he attend college at and the Academy of Dramatic Arts. Upon completing his degree, Mr. Scott continued his post graduate education, gaining a Master of Fine Arts degree from the University of Georgia. Mr. Scott then relocated to England and, for 10+ years, he pursued his career in the English repertory theatre as both actor and director, appearing in such classics from “OTHELLO” and “JULIUS CAESAR” to the contemporary musical “PURLIE”.

Mr. Scott, upon his return to the United States appeared as a featured player in numerous films and television productions, among them, “THE PLAYER,” “GHOST DAD,” “A WEDDING,” and “WELCOME TO L.A.” During this period, Mr. Scott also served as the Assistant Director of the American Academy of Dramatic Arts. The AADA is the oldest theatre school in the UNITED STATES and boasts such graduates as Spencer Tracey, Edward G. Robertson, Jason Robards Jr. and Robert Redford.

Deciding to pursue producing Mr. Scott teamed with Sidney Poitier as President of Production for Verdon-Cedric Productions and during this tenure he was involved in the production of, “FAST FORWARD,” “LITTLE NIKITA,” “SHOOT TO KILL,” “GHOST DAD,” “SNEAKERS,” “SEPARATE BUT EQUAL,” and “CHILDREN OF THE DUST”.

Mr. Scott subsequently formed his own company, Mary Ann-LaGlo Productions, and under this banner has produced the movies “FREE OF EDEN,” “MANDELA AND DEKLERK,” and “TO SIR WITH LOVE II”. Films currently near production are, “THE GOLDEN 13”, “MYRTLE FAYE RUMPH”, “SOUL SISTER,” and “WE, THE PEOPLE.” Over the past five years Mr. Scott’s productions have been nominated for four Golden Globe Awards, Four Emmy Awards. And, for his production of the film, “MANDELA AND DEKLERK”, Cedric Scott was nominated for a CABLE ACE AWARD and the GOLDEN LAUREL AWARD. For his outstanding effort and dedication to bringing non-whites and women into the field of Communication and Entertainment, Mr. Scott has received Awards from such organizations as the NAACP; Y.E.S. TO JOBS; THE LOS ANGELES BLACK WOMEN IN MEDIA COALITION and MAYOR TOM BRADLEY OF LOS ANGELES. In 1998, Mr. Scott was honored by the BAHAMAS TOURISM CENTER LOS ANGELES during the 25th Anniversary Celebration for Bahamas Independence for his outstanding contribution to the Arts and Entertainment Industry. In April 1999, THE 13th BAHAMAS COMPANY OF THE BOYS BRIGADE presented Mr. Scott with the SPIRIT OF EXCELLENCE AWARD for continued contribution to the Arts. In June of 2009, Mr. Scott was nominated by the UNIVERSITY OF GEORGIA GRADUATE SCHOOL as one of the university’s graduate degree holders who best exemplify the intellectual legacy of UGA.

Edward J. Hooton – Development Partner

For the past 28 years Ed has been a respected leader in business consulting and real estate development for many high profile Mexico real estate development projects.

From 1982 to 1989 Ed was employed as the Director of Marketing and Sales for the Villa Group a Puerto Vallarta based Timeshare Marketing and Sales Hotel Development Company. Ed quickly rose to the top of his field leading the Villa Group Partners to record sales volumes in the Timeshare industry in western Mexico. In 1989 Ed moved to Los Cabos and formed a new partnership with his former employer the Villa Group, to acquire land and develop high end hotels and timeshare properties in Cabo San Lucas. After establishing a successful business platform in the Los Cabos marketplace, the newly formed Villa Group-Cabo purchased 18 acres of beachfront property on well known Medano Beach in Cabo San Lucas and built the first purpose designed-purpose built timeshare and hotel development in the southern Baja. The 455 Villa Del Palmar-Cabo featured the first state of the art spa in the southern Baja.

Ed has acted as the lead consultant on many high profile real estate developments over the past 12 years. Ed led the team in developing the Pacific Monarch Resorts-Cabo Azul Resort and Spa, delivering the first 152 villas in September of 2007. Cabo Azul has won numerous awards for its spectacular design and was named Conde Naste Hot New Hotel list 2008. The Paz Spa won the ARDA award for Spa Design at the 2008 ARDA Conference.

Ed has a depth of experience in developing, managing and operating a variety of businesses as an owner/developer., and has consulted on over 1 billion dollars of developments. Ed contributes his success and impressive track record to keeping things simple by applying the right balance of capital, talent and planning to each project he is involved in.

Terry J. Lutz P.E., McClure Engineering company - Development Partner

Mr. Lutz has gained practical Civil Engineering experience in the Public and Private sectors since 1978. His primary emphasis has been in the planning and project development of multiple public/private sector infrastructure projects to build strong communities.

His background in all types of transportation, land development and utility planning give him a broad perspective on what is required to make public and private sector projects sustainable.

Terry has specific technical and financial experience in planning and developing the following types of civil engineering projects:

Aviation: Site selection, analysis and evaluation of new general aviation airports and compatible land uses, including facility evaluation and expansion of existing general aviation and small commercial service airports.

Drinking Water Resources: Facility evaluation and long range planning of public drinking water systems including water supply, treatment, distribution and storage systems. Terry and his firms have managed over $80 million of public water supply facilities for several public clients.

Wastewater Resources: Facility Evaluation and long range planning of public wastewater conveyance and treatment systems. Terry and his firm have planned and designed of $100 million of public and private wastewater systems projects.

Lanny A. Horwitz – Member and Development Partner

Mr. Horwitz graduated cum laude from the State University of New York at Buffalo School of Law and Jurisprudence. He is a member of the Bars of the States of New York, Florida, Michigan and the District of Columbia. Mr. Horwitz is also a licensed real estate broker in the State of New York.

For more than thirty eight (38) years Mr. Horwitz has been engaged in the development, ownership, syndication and management of income producing real estate properties, planned unit developments, residential subdivisions, apartments, hotels and the conversion of apartment units to condominiums.

Mr. Horwitz has served as a legal/hospitality consultant on an international basis and has performed feasibility studies for golf oriented resort developments in Marrakech, Morocco and Italy.

Fay L. Russell – Development Partner

Born in the United States and educated at The University of Texas with permanent residency in Baja California Sur, Mexico, Fay’s background in in investment banking, civil engineering, and applied sciences.

Over the past 35 years, Mr. Russell has been involved in a variety of domestic and international business ventures, assisting with the listing of companies on both the U.S. and UK stock exchanges. During this career, he has been involved as owner, developer, and strategic planner, which included raising finance and tax planning.

Fay’s field of work has also included the founding and operational responsibility for a variety of financial service companies. In addition, he has extensive experience in tax shelters and energy and property investment related endeavors in the United States, Mexico, and Europe.

Francine Tice – Member and Development Partner

Francine Tice was born in New York and presently resides in Jupiter, Florida. Francine, began her career facilitating executive placements in a prominent New York personnel agency. Later in her career, she co-founded a Global Electronics Manufacturing Company which was on the cutting edge of sound technology. She introduced and marketed her state of the art electronics across the globe. When she retired from the Electronics Business with her vast and diverse experience in business she was drawn into Real Estate. There she quickly became a leading Palm Beach Realtor and achieved recognized status in the Multi Million Dollar Club. She has expertise in marketing, sales, travel, diverse cultures, intuitive personnel and communication skills, interior design, staging and planning.

Scott Powell – Development Partner

Mr. Powell is directly involved in development discovery & due-diligence, Pro-Forma evaluation, Black Sand Resort Properties operations, Joint Venture financial analysis, closing procedures and the sales and marketing division of Black Sand Resort Properties.

A resident of Utah, Mr. Powell’s background over the past 10 years has been in real estate sales,investment and development. Mr.Powell has successfully developed and sold several sub-divisions in Utah where he was also involved in the vertical financing and construction. Additionally, during the past 10 years, Mr. Powell has been directly involved in the day to day operations, financial growth and management of sales and marketing for a title insurance agency in Utah which he co-owns.

His entrepreneurial spirit has led Mr. Powell to be involved in development and land acquisitions, specialized financial lending, vertical construction and sales and marketing for residential real estate.
